Highway 427 Improvements

FROM ALBION ROAD TO HIGHWAY 7

The Ontario Ministry of Transportation has retained McCormick Rankin, a member of MMM Group to initiate two environmental assessment processes to address the planning gap on Highway 427 between Albion Road and Highway 7 by determining a long-term strategy to address the needs in the transportation corridor. The study limits extend 2.5 km from south of Albion Road to Highway 7.

The first study will address the interim and ultimate needs of Highway 427. The highway improvements will follow the approved environmental planning process for Group “B” projects under the Class Environmental Assessment for Provincial Transportation Facilities (2000).

The second study will address the planning and corridor protection for a proposed transitway on the west side of Highway 427 from Highway 407 to Highway 7 and will follow the approved environmental planning process for Group “A” projects under the Class Environmental Assessment for Provincial Transportation Facilities (2000). Opportunities for public input will be provided throughout each study.

The studies will consider all phases of the planning process, including:

  • Identifying problems and opportunities;
  • Generating and evaluating a full range of alternatives to the undertaking;
  • Generating and evaluating alternative methods of the undertaking;
  • Selecting a preferred alternative;
  • Preparing two Transportation Environmental Study Reports.

Notice of Filing of Highway 427 Transportation Environmental Study Report (November 7, 2013)

A Transportation Environmental Study Report (TESR) has been prepared to document the study findings for the Highway 427 Improvements. The TESR is now available for a 30-day public review period, ending December 9, 2013.

The Project Team has responded to all comments received during the review period and there were no Ministry of the Environment (MOE) approved Part II Order requests. Therefore, the project has met the requirements of the Ontario Environmental Assessment Act through the completion of this Group “B” Class EA for Provincial Transportation Facilities (2000).

The Ministry of Transportation (MTO) may now proceed to design and construct the project, subject to addressing any commitments documented in the TESR and obtaining any outstanding environmental approvals during the subsequent design phases.
